Randy Dibb

for

Appointment to

Sheriff,

County of San Diego

My Rational

On June 16th, the San Diego County Board of Supervisors took the easy way out and appointed Gore as the next Sheriff. Gore is running for the position in 2010 and was already endorsed by three of the five Supervisors.

Their policy was to narrow the field to five on June 16th and make the selection on the 23rd. they bypassed this and just made their seletion on the 16th, making it look fair, while clearly it wasn't.

MY PLATFORM WAS:

Randy filled the paperwork for upcoming Sheriff vacancy. He is one of five who filed for the position. Why did he do this?

There is an election next year for Sheriff. Three of the five candidates who filed to fill the mid-term vacancy are already candidates for the 2010 election. The position should NOT be filled by THE Board of Supervisors appointing one of the current candidates for election. This would effectively make that person the incumbent and make their election far easier.

Randy GUARANTEES THAT HE WILL NOT RUN FOR SHERIFF IN 2010 AND HE WILL NOT ENDORSE ANYONE FOR THE ELECTION.

Randy also will donate ONE-HALF OF HIS SALARY on a monthly basis back to the County of San Diego with the desire that it come back to the Sheriff's Department.

WHO ELSE WILL MAKE THESE COMMITMENTS?

I strongly believe that the interim appointment for Sheriff by the Board of Supervisors should NOT be a candidate for Sheriff in 2010.

I'm not a politician. I'm not interested in running for Sheriff. I merely want the Department to be able to make it through the next year and one-half under expert guidance.

I will guarantee that I will NOT be running for Sheriff in 2010. Additionally, I will not endorse anyone for the 2010 election.

The County of San Diego has a financial crisis due to the State's budget shortfalls. Each month, I will donate one-half of my salary back to the County of San Diego, Sheriff's Department (just over $100,000 annually).

A few of my Ideas...

  • The promotional process is in need of a serious review. It is currently not fair in many instances.
  • I am a firm believer in the 2nd Amendment. Those individuals who meet certain criteria should be issued CCW permits if they desire.
  • I will adopt a true, but reasonable ‘Open Door’ policy for Departmental members.
  • Although hiring is minimal, I will strengthen and establish uniformity in our hiring standards and be prepared for the time when we will suddenly have to hire. My goal will be to attract, hire and retain the highest quality people available.
  • The children in our communities are a valuable resource. I desire a greater partnership with the ‘Deputy on the Beat’ and the public, especially our children. This will also foster relationships with our community families.
  • I believe in the fair and equitable treatment of our employees. Employees who commit violations will be dealt with in a fair, equitable and consistent manner. Likewise, employees who consistently over perform shall be rewarded.
  • The Deputy Sheriff-Detentions position still has unresolved issues which need to be addressed and resolved.
  • I believe in the use of ‘120-Day rehires’ as a valuable and true cost cutting measure for the Department and the County.
  • I believe that the Deputy Sheriff should be left to do their job and not bogged down in paperwork on top of paperwork.
  • I vow to have open lines of communication with all of the public.
  • I vow to visit the Deputy Sheriff’s in Patrol, in the Courts and in the Jails. My experience as a Deputy already provides me with a ‘Ground Level’ perspective of our Department. I vow to visit our various facilities and learn more which will help the Department operate more efficiently and leaner.
  •

All of these items are cost neutral or will result in additional savings for the Department
